Brosseau was born in Bonnyville, Alberta, and is of Métis descent. He grew up on a farm and became interested in law through his uncle, Georges Brosseau, a lawyer in Edmonton. During high school, he shadowed Royal Canadian Mounted Police officers and listened to their stories. Brosseau graduated from the University of Alberta in 1988 with a Bachelor of Business Administration. He served in the Royal Canadian Mounted Police for nine years before returning to the University of Arizona, graduating summa cum laude with a Bachelor of Laws in 2001. He then attended Harvard Law School where he earned an LLM with a concentration in Corporate and Indigenous Law.

Brosseau began his career with the Royal Canadian Mounted Police (RCMP), where he served for over 20 years, ultimately rising to the position of Deputy Chief of Police. He was appointed Commander of the Province of Manitoba in 2012. Brosseau moved into public service, serving as Deputy Minister of National Security at Transport Canada from 2019 to 2022. In November 2022, he was appointed Deputy Minister of Fisheries and Oceans. In December 2024, he became Deputy Advisor to the Prime Minister for National Security and Intelligence. In February 2025, Prime Minister Justin Trudeau appointed Brosseau as Canada’s first Minister of Fentanyl. In this role, Brosseau is tasked with coordinating efforts to combat the fentanyl crisis and working with U.S. counterparts and law enforcement agencies to detect, disrupt and dismantle fentanyl trafficking.
